Judy Baca was born Judith Francisca Baca on September 20, 1946, in Watts, Los Angeles, California, to Mexican American parents. She was raised in a predominantly Black and Latino neighborhood and grew up in an all-female household composed of her mother, aunts, and grandmother, who was an herbal healer practicing curandera.

She later moved with her family to Pacoima, another area in Los Angeles, where cultural demographics shifted significantly. During her early education, she was not allowed to speak Spanish and struggled initially with English, but with encouragement, she developed a passion for art.

She graduated from Bishop Alemany High School in 1964 and went on to attend California State University, Northridge (CSUN), where she earned a bachelor's degree in 1969 and a master’s degree in fine art in 1979. She studied modern abstract art and later pursued muralism in Cuernavaca, Mexico, aiming to create art accessible to communities beyond traditional gallery spaces.

Her career as an artist and activist is distinguished by her commitment to public murals that involve extensive community collaboration, bringing visibility to marginalized communities and their histories.

In 1974, she founded the first mural program for the City of Los Angeles, which evolved into the Social and Public Art Resource Center (SPARC). Her most celebrated work, "The Great Wall of Los Angeles," is an expansive mural spanning half a mile in the San Fernando Valley that chronicles the diverse history of California through the voices of over 400 community members and artists.

This mural, created between 1974 and 1983, is recognized on the National Registry of Historic Places. 

Academically, Judy Baca served as a professor at various institutions, including the University of California, Irvine, and later at UCLA, where she was appointed professor emeritus. She co-founded UCLA’s César E. Chávez Center for Interdisciplinary Studies and contributed to public art initiatives incorporating digital technology and community dialogue.

Throughout her career, she facilitated mural workshops worldwide and developed programs that foster citizen participation in public art.

She has received numerous honors recognizing her pioneering work in art and activism. Among her most prestigious awards are the 2021 National Medal of Arts, awarded by President Joe Biden, the Guggenheim Fellowship, the United States Artists Rockefeller Fellowship, and over 50 other accolades from community and cultural organizations.

Her work has been widely exhibited and respected both nationally and internationally. A Los Angeles school, the Judith F. Baca Arts Academy, is named in her honor.
