Philip Edward Ruppe, born on September 29, 1926, in Laurium, Michigan, is an American retired politician who served as a member of the United States House of Representatives from Michigan's 11th congressional district from 1967 to 1979. He is a member of the Republican Party and has a background in banking and business.

Philip Ruppe graduated from high school in 1944 and attended the V-12 Navy College Training Program at Central Michigan University and the University of Michigan from 1944 to 1946. He later graduated from Yale University in 1948. During the Korean War, Ruppe served as a lieutenant in the United States Navy.

Before his election to Congress, he worked as the director of Houghton National Bank, Commercial National Bank of L'Anse, and R.L. Polk and Co. In 1966, he ran as the Republican candidate for the U.S. House of Representatives from Michigan's 11th congressional district and defeated incumbent Democrat Raymond F. Clevenger.

Philip Ruppe was re-elected to the next five Congresses, serving from January 3, 1967, to January 3, 1979. During his tenure, he was a member of the House Committee on Interior and Insular Affairs and the House Committee on Merchant Marine and Fisheries.

After leaving Congress, he was an unsuccessful candidate for the United States Senate in 1982 against Donald Riegle. He also served as president of Woodlak Company until 1986. In 1992, he ran unsuccessfully for election to the 103rd Congress.

His wife, Loret Miller Ruppe, was a Presidential Elector for Michigan in 1980, Director of the Peace Corps from 1981 to 1989, and U.S. Ambassador to Norway from 1989 to 1993. They had five children together, and Loret passed away in 1996.

Philip Ruppe is a member of the American Legion, Veterans of Foreign Wars, and Rotary International. He currently resides in Bethesda, Maryland.
