Rolando Burgoa Pablos, born on September 26, 1967, in Sonora, Mexico, is an American executive, attorney, and Republican politician known for his service as the 111th Secretary of State of Texas. Raised in Ciudad Juárez, Chihuahua, and El Paso, Texas, he graduated from Cathedral High School in El Paso.
He earned a bachelor's degree in biology from St. Mary's University in San Antonio in 1992, followed by a Master of Business Administration from the University of Texas at San Antonio, a master’s in Hospitality Management from the Hilton College at the University of Houston, and a Juris Doctor from St. Mary’s University School of Law in 1998.
He has also completed a Master of Laws in Global Energy and International Arbitration at the University of Texas School of Law.

Prior to his appointment as Texas Secretary of State by Governor Greg Abbott in January 2017, Rolando Pablos served as a commissioner on the Texas Public Utility Commission and chaired the Texas Racing Commission.
As Secretary of State, he played an integral role in promoting Texas both nationally and internationally, acting as the Chief International Protocol Officer and Senior Advisor on Mexican affairs.
He championed efforts in cross-border trade, energy policy, and voter engagement, notably encouraging Texas principals to register eligible students to vote and supporting North American market integration.
He led economic development through positions such as CEO of the Borderplex Alliance, a bi-national economic development corporation, and co-founded Uriel Americas, focusing on renewable energy.
He also contributed to fostering Texas-Mexico energy collaboration and advocated for the "Texas-Mexico Energy Nexus." Following his resignation from public office in December 2018, he transitioned to private practice, becoming CEO of Cross-National Advisory Partners, a firm guiding governmental and private sector organizations in market expansion.
In August 2024, Rolando Pablos announced his candidacy for Mayor of San Antonio, reaching the runoff in the June 2025 election.
